AIDS Epidemiology Surveillance

 


AIDS Epidemiology Surveillance (AES) is responsible for maintaining Alameda County’s HIV and AIDS Case Registries. HIV and AIDS case information, collected through active surveillance or passive reporting, is compiled, stored and reported to the State Department of Health Services using standardized procedures. AIDS data are analyzed annually yielding epidemiological findings that are distributed widely and used for policy and program development.

  • What are HIV and AIDS?
    The human immunodeficiency virus (HIV) causes acquired immunodeficiency syndrome (AIDS). HIV is spread by unprotected sex, contact with infected blood, or by injection drug use.


  • What is epidemiological surveillance?
    Continual systematic collection, analysis, and interpretation of health data essential to the planning, implementation and evaluation of public health practice


  • What is the surveillance definition of AIDS?
    All HIV-infected persons with CD4+ T- lymphocyte counts < 200/uL or a CD4+ percentage < 14 or one or more of twenty-six opportunistic infections


  • What is the surveillance definition of HIV?
    All HIV-confirmed tests verifying the presence of HIV infection, a component of HIV, or antibodies or antigens of HIV, and all tests used to monitor HIV:
    • HIV antibody tests (ELISA, IFA, Western Blot)

    • All antigen tests ((HIV p24)

    • All test used to monitor HIV infection (viral load, PCR, b-DNA)

  • Why are HIV and AIDS cases reportable?
    The California Code of Regulations mandate that HIV (Title 17, Article 3.5, Section 2641.5-2643.20) and AIDS (Title 17, Section 2500) cases are reported to the local health officer.


  • Who should report AIDS cases to the local health officer?
    Persons with knowledge of a known or suspected AIDS case


  • Who should report a confirmed HIV test to the local health officer?
      a. Laboratories that conduct HIV tests verifying the presence of HIV infection, a component of HIV, or antibodies or antigens of HIV, or tests used to monitor HIV.

      b. Provider who ordered a lab test that is confirmed for HIV.


Projects
    Young Men’s Study (YMS)
    State funded community-based survey targeting men ages 18-35 that reside in low-income communities. The objectives of the survey are to:
    • Estimate the prevalence of HIV, STDs, hepatitis, sexual and drug-using behavior


    • Estimate the association of specific psychosocial and attitudinal factors with HIV- related risk taking


    • Compare and evaluate demographic characteristics of young men who consent to participate in the survey to those who refuse to participate in the survey


    • Describe barriers that prevent young men from obtaining health care


    • Evaluate prevention messages among young men in the survey

    Perinatal HIV Prevention Project
    Centers for Disease Control and Prevention and State funded project, the purpose of which is to:

    1. Provide non-threatening and accessible perinatal HIV prevention services and risk reduction information to pregnant women from all socio-demographic populations living in Alameda County to prevent perinatal transmission of HIV infection


    2. Develop, implement and evaluate culturally appropriate strategies to promote responsible decision-making regarding HIV testing
