The mission of the Developmental Disabilities Planning and Advisory Council is to advocate for the right of people with developmental disabilities to be assisted in the fullest development of their mental, physical, and spiritual potentials, and the right to community living in the least restrictive environment.
The Council's goals are to:
- Provide a forum for groups and individuals to discuss issues and ask for help
- Inform the public in all areas about the health and well-being of persons with developmental disabilities
- Advocate as a community advisory group for new or continuing services for people with developmental disabilities and their families.

| Program Eligibility: |
Membership on the Council is open to anyone with a developmental disability, a family member of a person with a developmental disability, anyone whose work concerns people with developmental disabilities, or any member of the public who is concerned with this topic and works or lives in Alameda County. Information and referral regarding services for people with developmental disabilities is available to everyone.

What is a developmental disability?
The term “developmental disabilities” refers to a disability of a person which:
- Is caused by a mental or physical impairment or a combination of both
- Is noticeable before the age of twenty-two
- Is likely to continue the rest of a lifetime
- Results in major limits of three or more of the following life activities:
- Self care,
- Speaking and understanding language
- Learning
- Mobility
- Self-direction
- Ability to live independently
- Ability to earn and manage income
OR
- On the whole, the person shows a serious need for a unique combination of special services and supports that would be required throughout a lifetime.

| Program Components: |
- information and referral to community services and supports for people with developmental disabilities and their families
- monthly meetings/educational forums – open to all interested members of the public (Second Wednesday of the month – 9:30-12 – call to confirm)
- advisory activities for increased awareness and advocacy regarding policy development, and resources such as health, education, transportation, recreation and self-determination
