OAA strives to:
Maximize access to services for persons with HIV/AIDS through a coordinated system of care
Coordinate and monitor HIV counseling, testing, referral, and partner notification activities
Provide HIV counselor certification and re-certification, and HIV/AIDS education and training to service providers
Develop, negotiate and administer HIV/AIDS contracts
Monitor HIV/AIDS care providers to ensure fiscal and program accountability, and provide technical assistance and training
Create and maintain an integrated service delivery system to improve access to care and ensure quality health outcomes
Eligibility Guidelines:
The Ryan White HIV/AIDS Program embodies federal legislation that addresses the unmet health needs of People Living With HIV/AIDS (PLWHA). Its priority is to ensure that clients receive primary care, which includes connecting clients with a primary care provider every six months, and ensuring adherence to medication regimens that can lead to improved health outcomes.
Ryan White services contracted through the Office of AIDS Administration are intended for Alameda County PLWHA who are low-income, underinsured or uninsured with an annual gross income at, or below, 300% of the Federal Poverty Level guidelines.
To receive services, a person must:
be an Alameda or Contra Costa County resident
have verified HIV-positive status
provide proof of income (falls within the 300% federal guidelines)
demonstrate interest in receiving education, prevention or testing services

Why should I get tested for HIV?
Knowing your HIV status is one of the most important things you can do for your health. If your HIV test is negative (meaning you dont have HIV), you can learn how to protect yourself and stay HIV-free. If your result is positive (meaning you do have HIV), you can get connected to services and treatment that can help keep you as healthy as possible. Plus, you can learn how to keep your partners from getting infected.
Who should get tested for HIV?
Persons who have...
had sex without a condom (anal, vaginal, or oral sex)
shared needles to inject drugs or other substances
had a blood transfusion before 1985
been born to a mother with HIV
been exposed to blood or sex fluids in other ways

How much does it cost?
All HIV testing services listed here are free, unless otherwise noted. There are many programs that help people
pay for HIV testing and other health services. Call the agency to find out whether you qualify for free HIV
testing and health services.
How long do I have to wait for my test results?
The Rapid HIV Test gives preliminary results in about 20 minutes. If you choose the oral swab test or blood test, you will usually get your result in 1-2 weeks. Verify with your testing counselor when your result will be ready.
The Rapid Test, Oral Swab and blood test are all about 99.9% accurate.
Can I trust the staff providing the HIV test?
The staff providing HIV testing are trained and certified to collect the information needed for HIV testing. They
are required to follow strict guidelines to ensure that your information is kept confidential. They also are qualified to answer any questions you have about HIV/AIDS, or help you decide how you can best protect yourself from HIV.

Office of AIDS Administration Grievance Procedures
The Alameda County Office of AIDS Administration works together with agencies that provide HIV/AIDS related services to ensure that all clients receive high quality care and treatment and that you are satisfied with the services you receive. There may be times when a client has a concern or complaint.
Clients are encouraged to share concerns with the appropriate staff at the agency. Take advantage of hotlines, suggestion boxes or open forums available at the agency to help improve services. If a client is not satisfied with the way an issue was handled at the agency level, you may file a formal grievance.
